Continuing development of Ministry's attestation service

The Consular Department of the Omani Foreign Ministry works continuously to develop the certification or attestation process. Attestation is a procedure that confirms the validity of the seal and signature on documents, whether issued from within or outside the Sultanate. The Ministry provides the necessary services to citizens, foreign residents and companies when they need to ratify documents.

The Ministry offers a range of document attestation services, which are provided with specific fees set by the Council of Ministers. These services include: attestation of educational certificates, medical certificates, contracts, commercial invoices, certificates of corporate project plans, certificates of use of military equipment, death certificates and civil certificates.

The Ministry provides attestation services through the Sultanate of Oman's missions abroad and through its offices located within the Sultanate of Oman. These include the main office in Muscat and the branches in Rusayl, Khasab, Al Buraimi, Sohar, Nizwa, Sur and Salalah. Between 2,000 and 15,000 transactions are completed annually in each of the Ministry’s offices.

The ministry continuously works to facilitate its transactions and services in general and its consular services in particular. To do this it has sought to expand the Ministry’s consular services through joint agreements with various authorities. An agreement with the Public Establishment for Industrial Estates (Madayn) provides a service for attesting commercial transactions in the industrial areas in Rusayl, Raysut, Sohar, Buraimi, Nizwa, Samail, Sur and Al Mazyona. The ministry has also signed an agreement with Oman Post, according to which Oman Post, under the supervision of the Ministry, provides some consular services to citizens, residents and visitors through postal branches located across the country.

Within the framework of the Sultanate of Oman’s policy to push towards digital transformation and e-government, the Ministry strives to achieve government goals by providing consular services electronically including an electronic authentication service. This is a technical service that helps exchange information confidentially and securely, helping to clear transactions electronically which is both faster and involves less effort.
