Joint statement from the Sultanate of Oman and the State of Qatar

Proceeding from their strong brotherly relations and the well-established historical ties between the Sultanate of Oman and the State of Qatar, His Majesty Sultan Haitham bin Tarik, Sultan of Oman, paid a historic two-day visit to the State of Qatar on November 22 and 23, 2021 in response to the kind invitation of His Highness Sheikh Tamim bin Hamad Al Thani, Amir of the State of Qatar.

His Majesty the Sultan and His Highness the Amir held extensive bilateral discussions reviewing the relations between the two brotherly countries, enhancing and developing them in all fields and exchanging views on several regional and international issues. These discussions reflected the deep bilateral relations and the accordance of the two countries' positions on regional and international issues, especially the importance of dialogue and diplomacy in addressing all of the region's issues.

Bilateral level

In terms of bilateral relations, the two sides reiterated the strong political will of the leadership of both countries to promote all aspects of cooperation at all levels. Furthermore, the historic visit of His Majesty, the Sultan of Oman, to the State of Qatar will open new horizons for consultation, coordination, and cooperation between the two brotherly countries.

His Majesty the Sultan and His Highness the Amir praised the distinguished relations of cooperation and partnership that tie the two countries in all fields and stressed their common desire for cooperation in clean energy and in exchanging experiences to limit climate change.

Both sides emphasised the diverse opportunities in the two countries, providing a solid basis for strengthening relations, increasing investments, building partnerships and delivering valuable projects in various sectors and fields. They also emphasised the solid basis for increasing and diversifying trade and enhancing the role of the private sector to integrate the interests of the two countries.

The two countries signed a number of agreements. These included an agreement on Military Cooperation between the Government of the Sultanate of Oman and the Government of the State of Qatar, an agreement on  the Avoidance of Double Taxation, an agreement on Cooperation in the Field of Investment, an agreement on Cooperation on Investment in the Oman Shipping Company and an agreement on Cooperation on Investment in the Hospitality Sector, as well as a memorandum of understanding on cooperation in the fields of Labour and Human Resources.

The Sultanate of Oman expressed pride over Qatar's hosting of the FIFA World Cup 2022, expressing confidence in the success of the State of Qatar in organising this major international event in an unprecedented manner, which will reflect the region's legacy and great potential.

Regional and International Levels

At the regional and international levels, the two sides agreed on the importance of the Gulf Cooperation Council in strengthening the security and stability of the region. The two sides stressed the need to strengthen discussions and coordinate positions at a bilateral level in various regional and international forums to serve Arab and Islamic issues and support just humanitarian causes. At the forefront of these being the Palestinian cause and promoting security and stability in the Middle East and the world.

At the end of the visit, His Highness Sheikh Tamim bin Hamad Al Thani, Amir of the State of Qatar, expressed his appreciation and contentment for this historic visit paid by his brother, His Majesty the Sultan. Likewise, His Majesty Sultan Haitham bin Tarik, Sultan of Oman, expressed his sincere gratitude and appreciation to his brother, His Highness the Amir, for the warm welcome and generous hospitality that he, and the delegation accompanying him, received during this visit. His Majesty also extended an invitation to His Highness to visit the Sultanate of Oman.
