Prior to his current posting as Charge d’Affaires of the Embassy of the Republic of Singapore in
Muscat, Syed Noureddin served as Deputy Permanent Representative to the United Nations Office
and Other International Organisations in Vienna from November 2018 to May 2023. There, he
represented Singapore at the International Atomic Energy Agency, United Nations Office on Drugs
and Crime, Comprehensive Nuclear-Test-Ban Treaty Organization, United Nations Commission on
International Trade Law and United Nations Committee on the Peaceful Uses of Outer Space. Among
his many roles, he was a co-facilitator in the Ad Hoc Committee to Elaborate a Comprehensive
International Convention on Countering the Use of Information and Communications Technology for
Criminal Purposes.
Syed Noureddin joined the Ministry of Foreign Affairs of the Republic of Singapore
in March 1996. He has served in the ASEAN Directorate, North America Directorate and
International Organisations Directorate.
Syed Noureddin served as Deputy Director-General of the International Organisations Directorate
before his posting to Vienna. He was mainly responsible for climate change and sustainable
development issues, where he was involved in the climate change negotiations as Deputy Chief
Negotiator at the United Nations Framework Convention on Climate Change COP-20, COP-21, COP22 and COP-23. He also prepared Singapore’s Voluntary National Review report for the 2018 High
Level Political Forum on Sustainable Development in New York.
He was Charge d’affaires of the Embassy of the Republic of Singapore in Qatar from September 2011
to March 2013, as Deputy Permanent Representative at the Permanent Mission of the Republic of
Singapore to the United Nations in Geneva from April 2007 to May 2011, as First Secretary in the
Embassy of Singapore in Washington, D.C. from July 1999 to October 2003.
He was attached twice to the Permanent Mission of Singapore to the United Nations in New York; in
1998 as a delegate to 53rd United Nations General Assembly, where he followed economic and social
issues in the Second Committee; and in 2002 during Singapore’s tenure as a non-permanent
member of the United Nations Security Council.
Syed Noureddin holds a Bachelor of Science in Estate Management (Honours) from the National
University of Singapore and a Masters of International Affairs (Distinction) from the Australian
National University. He is fluent in English and Malay, and understands French and German.
